For those reasons, I tend to tighten all the lug nuts essentially to finger-tightness with a ratchet wrench first. I then take two passes at the lug nuts with the torque wrench: first by tightening to 65 ft-lbs. all around, and then finally to 100 ft-lbs. all around. Never hurts to retorque new wheels after a week or so either. I believe the correct torque is 28nm.
